Yes. Choose several PNGs with identical dimensions, reorder them, and set the duration per frame. A single PNG creates a still GIF.

What are the limits?+

Up to 100 equally sized PNGs and 48 million frame-pixels. GIF reduces colors and alpha to a limited palette.
